To make your macro run, you need to first resolve the issues with the macro that is already running either by fixing it or deleting it or by removing the breakpoint. This state occurs when another Macro is already running and either there is some error in the running macro or a break point is set for debugging. Go to Tools -> Macro -> Security and set the security level to Medium. Macros will not run if the Excel security setting is set to High.
